 Re Smaba
ensure that the other PC has granted File Perms for another PC to read or read/write its files, to check go to Control Centre>network/Internet>File Sharing (to change Perms just click the Admin button and click on Add or Change to grant acces to a file or partiton

Opps, edit some hours later--- I am assuming that you have started the samba server..(fish icon, start smaba server, if you made changes in the the control centre, you will need to refresh konqueor

          | Note the a linux box does spam out heaps packets saying "here I am! here I am!" all the time like a windows box (I think this is right anyway).
So you have to scan your network.

If you network is 192.168.1.x then do something like the following command:
 nmap -sP 192.168.1.0/24
